Make the interview conversation as long as possible, some silences are good, it would help to extract more information.
Give them a friendly short project to see their approach.
Create an attractive website, social media, Glassdoor reviews, Linkedin, blogs to help your candidate know the work you do.
Be in touch with them till they join. Show your enthusiasm.
Understand one factor which your candidate is strongly attracted to. Build on it.
